From the Celadon City Pokémon Center, you want to head left.
Continue going left, past the trainer standing there with his Lucario. When the path down opens up, follow it down.
Walk past the fountain and then start going left.
Continue going left as you leave the city and enter Route 16.
Keep going on this path and you’ll eventually come across a small tree blocking the path North. If you haven’t woken the Snorlax up he’ll be sleeping there too, blocking the path West.
Use Cut on the tree and go through the newly created gap, and then turn left.
Continue going left and you’ll see the entrance to a connector that you have to go through.
Inside the connector just go straight and leave from the other exit.
As soon as you exit the connector just keep heading left, walking past the blue house where you get HM02 Fly.
Follow the path as it eventually goes down.
At the very end of this path, sitting on the floor at the bottom-left corner will be the TM for Dual Wingbeat.
